The Union Cabinet has approved an attractive recruitment scheme for Indian youth to serve in the Armed Forces. The scheme is called AGNIPATH and the youth selected under this scheme will be known as Agniveers. AGNIPATH allows patriotic and motivated youth to serve in the Armed Forces for a period of four years. After four years, up to 25% of each specific batch of Agniveers will be enrolled in regular cadre of the Armed Forces. The selection will be the exclusive jurisdiction of the Armed Forces. 46,000 Agniveers will be recruited this year. Enrolment will be based on ‘All India All Class’ basis and the eligible age will be in range from 17.5 to 23 years. Agniveers will be given an attractive customised monthly package along with Risk and Hardship allowances as applicable in the three services. The salary for Agniveers in the 1st year will be around Rs. 4.76 lakh per annum which increases to Rs. 6.92 lakh per annum for the final year. On completion of the engagement period of four years, Agniveers will be paid one time ‘SevaNidhi’ package of Rs. 11.71 lakh which shall comprise their contribution including accrued interest thereon and matching contribution from the Government equal to the accumulated amount of their contribution including interest. The ‘Seva Nidhi’ will be exempt from Income Tax. There shall be no entitlement to gratuity and pensionary benefits. Agniveers will be provided non-contributory Life Insurance Cover of Rs 48 lakh for the duration of their engagement period in the Indian Armed Forces. Ministry of Education is to launch a special, three year skill based bachelor degree programme for Agniveers. The Department of School Education & Literacy through its autonomous institution, the National Institute of Open Schooling, is instituting a special programme in consultation with the Defence Authorities to enable those Agniveers who are 10th class pass to further their education and obtain a 12th class pass Certificate. The Ministry of Home Affairs (MHA) decides to reserve 10 percent vacancies for recruitment in CAPFs and Assam Rifles for Agniveers. The MHA also decides to give 3 years age relaxation beyond the prescribed upper age limit, to Agniveers for recruitment in CAPFs & Assam Rifles. Further, for the first batch of Agniveers, the age relaxation will be for 5 years beyond the prescribed upper age limit. Ministry of Shipping announces Six attractive service opportunities for Agniveers from Indian Navy for smooth transition into Merchant Navy. 10% reservation of jobs for Agniveers in Indian Coast Guard, Defence Civilian posts & 16 DPSUs. Department of Telecom (DoT) is also creating post-service opportunities for ‘Agniveers’.

কেন্দ্রীয় সরকারের পক্ষ থেকে ভারতীয় প্রতিরক্ষা বাহিনীর তিন শাখায় (আর্মি, নেভি এবং এয়ারফোর্স) অস্থায়ীভাবে নিয়োগের জন্য ‘অগ্নিপথ’ প্রকল্পের ঘোষণা করা হল৷ এই বছর প্রাথমিক পর্যায়ে চার বছরের চুক্তির ভিত্তিতে ৪৬,০০০ জনকে নিয়োগ করা হবে৷ এই প্রকল্পের আওতায় প্রতিরক্ষা বাহিনীতে যোগ দেওয়া সেনাদের পোশাকি নাম হবে ‘‘অগ্নিবীর’৷ আবেদনের জন্য প্রয়োজনীয় শিক্ষাগত যোগ্যতা প্রতিরক্ষা বাহিনীর প্রচলিত নিয়ম অনুযায়ী নির্ধারিত হবে৷ বয়স হতে হবে সাড়ে ১৭ থেকে ২৩ বছরের মধ্যে৷ ‘অগ্নিপথ’ প্রকল্পে প্রথম ছয় মাস চলবে প্রশিক্ষণপর্ব৷ চার বছরের মেয়াদ শেষে সর্বাধিক ২৫ শতাংশ অগ্নিবীরকে মেধা ও সাংগঠনিক চাহিদার ভিত্তিতে ভারতীয় সেনাবাহিনীর রেগুলার ক্যাডারে কমপক্ষে আরও ১৫ বছরের জন্য নিযুক্ত করা হবে এবং বাকিদের অব্যাহতি দেওয়া হবে৷ অগ্নিবীর পদে মাসিক বেতন হবে প্রথম বছরে ৩০,০০০ টাকা, দ্বিতীয় বছরে ৩৩,০০০ টাকা, তৃতীয় বছরে ৩৬,৫০০ টাকা, চতুর্থ বছরে ৪০,০০০ টাকা৷ মাসিক বেতনের ৭০ শতাংশ হাতে পাওয়া যাবে আর বাকি ৩০ শতাংশ কেটে নেওয়া হবে মেয়াদ শেষে প্রাপ্ত সুবিধার জন্য৷ চার বছর পরে চুক্তির মেয়াদ শেষে ঐ অর্থ এবং সমহারে সরকারি অনুদান মিলিয়ে সুদ-সহ মিলবে ১১ লক্ষ ৭১ হাজার টাকার ‘সেবা নিধি’ প্যাকেজ৷ এর জন্য কোনও আয়কর দিতে হবে না৷ যদিও পেনশন ও গ্র্যাচুইটি পাওয়া যাবে না৷ ‘অগ্নিপথ’ প্রকল্পের মাধ্যমে নিযুক্তদের জন্য ৪৮ লক্ষ টাকার জীবনবিমার ব্যবস্থা থাকবে৷ এর জন্য বেতনের কোনও অংশ কাটা হবে না৷ সেনাবাহিনীতে কর্মরত অবস্থায় প্রাপ্ত ট্রেনিংকে স্বীকৃতি দেওয়ার জন্য প্রতিরক্ষা মন্ত্রকের তরফ থেকে পাওয়া যাবে স্কিল সার্টিফিকেট৷ কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রকের ঘোষণা অনুযায়ী, সেন্ট্রাল আর্মড পুলিশ ফোর্সেস ও আসাম রাইফেলসে নিয়োগের সময় অগ্নিবীরদের জন্য ১০ শতাংশ পদ সংরক্ষিত থাকবে এবং বয়সের ঊর্ধসীমায় ৩ বছরের ছাড় দেওয়া হবে৷ প্রথম ব্যাচের অগ্নিবীররা উল্লিখিত ক্ষেত্রে ৫ বছরের ছাড় পাবে৷ কেন্দ্রীয় শিক্ষা মন্ত্রক ‘অগ্নিপথ’ প্রকল্পের মাধ্যমে প্রাপ্ত ট্রেনিংকে যথাযথ গুরুত্ব দিতে অগ্নিবীরদের জন্য ৩ বছরের স্কিল বেসড ব্যাচেলর ডিগ্রি প্রোগ্রাম চালু করার সিদ্ধান্ত নিয়েছে৷ এছাড়াও ম্যাধ্যমিক পাশ অগ্নিবীরদের জন্য দ্বাদশ শ্রেণির কোর্স চালু করার সিদ্ধান্ত গৃহীত হয়েছে৷ কেন্দ্রীয় প্রতিরক্ষা মন্ত্রকের ঘোষণা অনুযায়ী, মন্ত্রকের অধীনস্থ বিভিন্ন সিভিলিয়ান পদ, ১৬টি রাষ্ট্রায়ত্ত সংস্থা ও ইন্ডিয়ান কোস্ট গার্ডে অগ্নিবীরদের জন্য যোগ্যতা অনুযায়ী ১০ শতাংশ পদ সংরক্ষিত থাকবে৷ কেন্দ্রীয় জাহাজ মন্ত্রক ইন্ডিয়ান নেভি থেকে আগত অগ্ণিবীরদের মার্চেন্ট নেভির ৬টি বিভাগে নিযুক্ত করার উদ্দ্যেশ্যে কিছু বিশেষ পরিকল্পনা গ্রহণ করেছে৷ কেন্দ্রীয় যোগাযোগ মন্ত্রক টেলিকম দপ্তরের মাধ্যমে অগ্নিবীরদের বিভিন্ন টেলিকম সার্ভিস প্রোভাইডারের অধীনে নিযুক্ত করার পরিকল্পনা নিয়েছে৷ ‘অগ্নিপথ’ প্রকল্পের জন্য নিয়োগ-প্রক্রিয়া অনলাইন সেন্ট্রালাইজড সিস্টেমের দ্বারা র্যালি ও ইন্টারভিউ আয়োজনের মাধ্যমে সম্পন্ন করা হবে৷ নিয়োগ-প্রক্রিয়া শুরু হবে আগামী ৯০ দিনের মধ্যেই৷ ‘অগ্ণিপথ’ প্রকল্প সম্পর্কে বিস্তারিত তথ্যের জন্য দেখুন ওয়েবসাইট https://pib.gov.in৷ সম্পূর্ণ সরকারি নিয়োগ-বিজ্ঞপ্তি প্রকাশিত হলে শূন্যপদের বিন্যাস, যোগ্যতা, আবেদন করার পদ্ধতি, প্রার্থী বাছাই পদ্ধতি সহ যাবতীয় গুরুত্বপূর্ণ তথ্য প্রকাশ করা হবে ‘কর্মসংসৃকতি’ পত্রিকায় ও www.karmasanskriti.com ওয়েবসাইটে৷
